Metal outdoor stairways are common in older homes in South Jersey and Philly. One they start to rust and break they can be very difficult to fix. Replacement can be insanely expensive and overkill especially if only one portion is broken. Our maintenance company that we work with has a mobile welding crew that specializes in working with stairways. They can get the proper repairs done at a fraction of a cost of repairing it.
