The Gloucester County Market
Gloucester County's Section 8 market is more evenly distributed than Cumberland's. Voucher demand exists across the older townships (Woodbury, Westville, Paulsboro) and the higher-density suburban towns (Washington Township, Williamstown). The Housing Authority of Gloucester County (HAGC) administers the large majority of county-wide voucher activity. There are almost no city-level PHAs in Gloucester County. About 20% of vouchers also go through the DCA regional program.

Westville and Paulsboro have older housing stock with the predictable pre-1978 lead-paint, knob-and-tube wiring, and basement drainage issues. Williamstown and Washington Township homes are newer and tend to present fewer inspection challenges. The typical fail items county-wide are missing or non-functioning smoke detectors, exterior step handrails, and window-sash locks. Addressing those items before the PHA arrives is the difference between a one-trip lease start and a 3-week delay.
Gloucester County voucher payment standards are very similar to what cash-paying tenants are paying in the same area. There is little difference between what a cash tenant and a Section 8 tenant will fetch for rent in most Gloucester County markets. If your property is priced to the local market, a Section 8 voucher holder will typically cover it at roughly the same rate.
